Abstract

The purpose of the developed calculation and instrumental technique for the environmental monitoring of motor transport flows is the continuous monitoring of the behavior of the flow - industrial city street system and the monitoring of critical conditions which are characterized by a high and very high danger level of air pollution expressed through the calculated complex air pollution index (CCAPI). A peculiarity of the developed calculation and instrumental technique for the environmental monitoring of motor transport flows is the refinement and supplementation of information obtained by calculation methods and results of instrumental monitoring which are analyzed for the establishment of quotas for emissions of pollutants from traffic flows, taking into account the polluting background and achieving the established quotas through the vehicle traffic arrangement. The developed technique ensures continuity of the environmental monitoring process due to time referenced changes in the characteristics of traffic flows which is recorded upon full-scale survey and is taken into account in the computational evaluation when compiling digital maps of the pollutant surface concentrations distribution and choosing control points. The continuity condition is also satisfied in the course of the instrumental assessment which is necessary to refine the results of calculations of the maximum surface concentrations, the zoning of digital maps according to the CCAPI level of air pollution and the experimental justification of quotas for pollutant emissions for motor transport flows.
