  • The average sustainability score across 20 schemes is 7.18 implying that schemes are performing well on 71.8 % of the technical, institutional and social aspects

Introduction

Access to water resource is an uninhibited right of the community With this in mind, the United Nations Millennium Development Goals (MDG) aims to reduce the proportion of people without sustainable access to safe drinking water and basic sanitation by 50 % by year 2015 (WHO, 2010). By the year 2009, 84.8 % of the population of the country had access to safe drinking water and 35 % had the access to pipe borne water (Central Bank, 2009). Even though water supply and sanitation coverage has increased in many developing countries including Sri Lanka, there is an uneven progress between urban and rural areas (Hutton & Bartram, 2008 & World Bank, 1998). According to World Health Organization (WHO, 2010) 1.6 million deaths per year are attributed to the use of unsafe water
