Abstract
This article considers approaches to assessment of social efficiency of investment that have been developed for conditions of the planned and market economies. In doing so, it discusses requirements generated by large-scale projects and ways to fulfill them by the existing methodology for assessment of efficiency.

This article considers approaches to assessment of social efficiency of investment that have been developed for conditions of the planned and market economies In doing so, it discusses requirements generated by large-scale projects and ways to fulfill them by the existing methodology for assessment of efficiency. Поэтому принципиально важным для крупномасштабных проектов является оценка их общественной эффективности. Еще один важный аспект оценки эффективности этих проектов – высокая степень неопределенности как результатов, так и затрат. Что оценка эффективности крупномасштабных проектов значительно отличается от оценки коммерческих инвестиционных проектов. В данной статье рассматривается, какой теоретический и методический багаж для оценки общественной эффективности инвестиционных проектов накоплен в плановой и рыночной экономиках, и обсуждаются вопросы, порождаемые масштабностью проекта. И в плановой, и в рыночной экономике оценка эффективности проекта направлена на решение одной и той же задачи. Полученные для плановой экономики, могут быть применимы и для общественного сектора экономики рыночной
