Assessing the Support for the Switch to Automated Collection of Solid Waste With Single Stream Recycling in Madison, Wisconsin

Abstract

The authors conduct a survey to estimate the willingness-to-pay (WTP) for the switch to automated collection of solid waste with single stream recycling in Madison, Wisconsin. Because many respondents were unwilling to vote in favor of the new program at no additional cost, the authors examine the factors leading to this result. Study results indicate the probability of supporting the new program was lower for those older than age 50 years and for those who stated that sorting recyclables in the current system was convenient; individuals who identified with either the Democratic or Green Party were more likely to support the proposal. We believe the majority of “no” responses to this voting question are not protesting bids and, therefore, represent a true zero WTP. In addition, the authors believe city officials could have done more to influence the public’s perception of the new program in their effort to facilitate this change.
