Assessing purchasing technical skills as a precondition for effective purchasing management within Sedibeng District Municipality, South Africa
Highlights
Results/Findings: The research findings of this study showed that Sedibeng District Municipalities need to prioritise their staff’s purchasing technical skills and emphasised that they should invest in other issues in Journal of Contemporary Management
The findings revealed the significance of purchasing technical skills’ impact on purchasing interpersonal skills, managerial skills and purchasing performance
Based upon the finding of this research model, Sedibeng District Municipalities should prioritise the fact that purchasing technical skills need to be emphasised and invested in more than other purchasing factors to achieve higher levels of purchasing performance
Summary
According to the Auditor-General’s report (Public Audit Act of 2004) tabled on June 2019, of all the municipalities in Gauteng province, Midvaal is the only one that has sustained a clean audit for the past five (5) years with expenditure amounting to R9.51billion (3%), while Lesedi has qualified audit opinions that make up R77.48 billion (21%) of the total budget and Emfuleni is among those municipalities that have R28.44 billion outstanding audits that constitute 8 percent of the expenditure budget It is observed from these audit reports that Sedibeng District Municipalities spend billions of rands on purchases and procurement of basic unmet needs such as health, education, environmental cleanliness, drinking water in homes, recreation and sport. This research study, seeks to determine the influence of purchasing capabilities on supply-based management and purchasing performance within the Sedibeng District Municipalities
