Abstract

Contemporary economy is typically knowledge based. To entrepreneurs, knowledge represents the source of new technologies and products and, consequently, improved competitiveness. In order to create or acquire knowledge, enterprises have to collaborate with universities. The prerequisite for this collaboration is activity of local administration by creation of so-called triple helix of science-business-administration. Universities and local administration must operate more effectively than before, in conjunction with the model of new public management. The key problem is the process of management of triple helix by public entities, which, unlike the sector of enterprises, do not operate from the standpoint of profitability and profits. Therefore, the research aim of this study was to obtain the answer to the question about the quality of management of science-business-administration collaboration in Polish academic cities by local entities of the public sector. In this area, questionnaire surveys were carried out in 20 large academic cities in higher education institutions, city offices and local innovation centers dealing with the coordination of the triple helix. Due to the existence of a very large number of enterprises in the triple helix, the research was limited to the aspect of public management. The paper is divided into the theoretical and empirical parts, which present the results of the study and conclusion concerning the management of the triple helix in Polish academic cities.
