Abstract

To deal with the water supply deficits in the Brazilian Semiarid, rural communities need organizational and structural adjustments in order to alleviate their current vulnerability. Among these adjustments, there will be the rainwater harvesting promoted at present by programs designed for the construction of cisterns across the Brazilian Semiarid. Although these programs aim at a better coexistence between society and the region, some actions associated with water supply and promoted by public policies are disarticulated, triggering actions that could be far more effective with appropriate management. Within this context, in this paper an analysis of the various policies and programs related to these actions is conducted. Moreover it is indicated that the inefficiency of the legal process is mainly caused by misconceptions regarding the use of cisterns and also by disagreements between the legal mechanisms and the programs involving the use of these cisterns
