Abstract

Papua New Guinea's ('PNG') mining map is an arresting sight. The country is covered in a patchwork of multi-coloured squares, a blanket that extends past the coastal border and into the sea. These segments divide the highly prospective nation into legal claims to explore and exploit the minerals in the forested mountains and at the bottom of the sea, where the world's first deep-sea mining operation will plumb the ocean floor.
