Abstract

Our efforts to encircle the Communist nations have failed: Eastern Europe is lost to the West; we have not won the atomic race; we have been dis trustful of our own people; we discounted the power of education and indus trialization to modify the Soviet system; we did not know that cold wars cannot be won. We need to understand the Communist peoples; to be aware that great powers need access to the sea; reduce our overseas bases; work for arms limita tion and regulation; negotiate settlements of territorial issues; restore our friend ship with Western Europe and the British Commonwealth; channel foreign aid through the United Nations; try to build a world community through the UN; and stand on our heritage as an example of human freedom.—Ed.
