Abstract

It has been the author's experience that the goals of good science and good engineering practice are not sufficiently well understood by responsible community members in nonscientific areas. This paper will outline what these goals are and present a program for the better utilization of science and engineering activities by these community members. With better understanding between these groups, the United States can begin to realize the innovation required to keep it competitive in the world marketplace.
