Abstract

Recently the federal government consolidated many of its categorical grants in education into block grants which states and local educational agencies can allocate according to their own priorities. While this approach may simplify grant administration and please state and local educational authorities because of their expanded discretionary powers, it ignores the central questions on the types of federal grants that should he provided in education. In order to answer those questions one must identify the national interest in education and the role that different grant forms play in addressing those interests. Only then can one identify the appropriate place of block grants in federal educational policy.
