Abstract

Based on the studies of policy transfer by David Phillips und Kimberley Ochs the paper outlines first the key concept of the two authors. Both argued on the importance of context of educational policies in the process of transfer. But they rest in declaration and give no clear description how to integrate the context in the analyses of policy transfer processes. The concept of Work Culture is an approach to close this gap and to integrate the context by six dimension of work Culture. Applying on a key concept of vocational training in Germany, the basic course of metalwork, which were very often transferred to foreign countries in the time of German’s development cooperation in TVET, the possibilities and the potential of the new approach is shown to enlighten the background and the context of Vocational and Technical Education and Training (TVET). With the new approach of Work Culture a qualitative estimation of the success of policy transfer activities is possible.
