Abstract

Summary Excessive and often illegal timber harvesting, combined with abusive grazing, has left extensive areas of Albania seriously degraded. A significant reforestation effort seems attractive because of environmental, economic and social benefits. The Albanian government should increase the participation of private stakeholders in the process through incentives tailored to local needs. Funding can be obtained from the government budget, the establishment of a special reforestation fund, and international donors. Participation of the farmers in reforestation associations may enhance their ability to deal with large-scale issues and to have access to financial incentives and extension services.
