Abstract
The complexity and comprehensiveness of the socio-ecological and economic problems of the Territories being solved now requires new approaches to their management. Therefore, project management is becoming increasingly widespread in state and municipal authorities. The article considers the relevance, prerequisites, specifics and prospects of the project approach in managing the environmentally sustainable development of municipalities in the Russian Federation. The study of the best foreign practices of implementing innovative projects in the development of the urban environment made it possible to identify their emphasis on "green" target installations using digital technologies. The practice of application of the project approach for complex solution of environmental problems in Spassky rural settlement of Vologda municipal district of Vologda region is presented. Within the framework of the Green Municipality project, an author's model for implementing the environmental policy of the municipality is proposed, the main vector of which is an increase in the level of environmental culture of all actors of the territory. The key result is an improvement in the quality of life of the population of municipalities. The results of the first year of implementation of the Green Municipality project activities are presented. Since the project model includes universal components, it can be adapted to take into account local characteristics for use in other rural settlements of our country.
