Abstract

Accessibility of postal access points is an important part that service providers, as
 well as regulatory bodies should consider when planning postal network capacities.
 This is important for the provision of the universal postal service. In this
 paper, accessibility of post offices is determined by the application of the Two
 Step Floating Catchment Area method (2SFCA). Geographic Information System
 (GIS) was used for spatial analysis of postal network, locations, calculation of
 distances, application of the method and presentation of the results. The current
 regulatory framework is validated by using catchment area derived from the regulatory
 criterion.

  • The advantage of the 2SFCA method for determining accessibility of services is the simple identification of areas that have inaccessible service

Introduction

Universal Service Provider – USP) obveza je svake zemlje da svakom građaninu osigura određeni skup poštanskih usluga, vodeći računa o jednakim cijenama i transparentnim uvjetima uz koje se usluga obavlja. Poštanska mreža je glavni element kojim se ostvaruje USP. Obveze poštanske mreže iznesene se u European Commission Postal Directive (URL 1). U Direktivi je istaknuta važnost ponude dovoljnog broja pristupnih točaka. Pristupne točke su elementi poštanske mreže gdje se pružaju poštanske usluge, a mogu biti: poštanski uredi, poštanski centri, samouslužni odjeli, poštanski sandučići itd. Direktiva donosi i obvezu održavanja odgovarajuće gustoće pristupnih točaka u ruralnim i udaljenim područjima. Svrha univerzalne usluge je osigurati korisnicima dostupnost određenog broja poštanskih usluga
