Abstract
Unlike transmission system, distribution system is normally characterized by its large equipment mix, widespread of equipment age profile and large number of equipment. While there are many advanced technologies developed to improve the asset quality or the way to monitor it, choosing a new suitable technology is by no means an easy task and the consequences could be very detrimental and expensive if unsuitable technology is chosen. There are many factors to be considered when adopting new technology in distribution system. These include the applicability of the technology to the existing system, as many new technologies are designed with specific system configuration / equipment in mind and successful application in one system may not imply the same in another. Secondly, it is the backward compatibility of the technology to most types, if not all, of existing equipment as the introduction of distribution assets evolved over a long period of time. The third factor is compatibility with existing safety system and operating procedures so that no drastic changes in safety rules or code of practices is necessary as a large number of existing operators will be affected. To address the above issues, The Hongkong Electric Co., Ltd. (HEC) adopts a holistic approach when introducing advanced technology to its distribution system. The approach consists of four stages. The first stage involves detailed analysis of the improvement area and setting of objectives with various stakeholders. Understanding the problem areas and how advanced technology could help is one of the key success factors in introducing any new changes in the distribution system. The second stage is sourcing of suitable technologies. This involves in depth understanding of the operating principle and the limitations of each available technology in the current context. After short-listing the potential candidates, detailed technical and cost evaluation as well as risk assessment will then be followed. The last stage is the implementation stage where the implementation strategies, logistic support and, most importantly, the review mechanism to feedback field findings quickly to assess the effectiveness of the implementation / technology will be worked out. Through this comprehensive process, HEC has successfully introduced a number of improvement initiatives making use of advanced technology to its distribution system.
