Abstract

This paper describes the utility of a computer-aided system that couples an expert system with other planning modeling techniques and hypermedia as a method to support institutional development. Using an example of rural development in Kenya, the paper describes the application of a computer-aided expert decision support system to aid local planners and administrators plan for investment in infrastructure to selected rural service centers.
