Abstract

1]. INTRODUCTION The territorial production complex (TPC) is a uniquely Soviet concept, evolving from the traditions of that society and from the particular characteristics of the country. After studying the concept and its Soviet context, it is our conclusion that its contributions to regional planning are real and valuable. In this paper, first, we seek to articulate the correspondence of the Soviet TPC concept with regional planning in the West. Second, we highlight the fundamental differences between Soviet and Western regional development models. Third, we arrive at the conclusion that the element missing from the Soviet TPC is the lack of attention to noneconomic interdependencies.
