Abstract 1. In light of the partys move to shift its focus of work [onto socialist economic construction] and to adapt the cadre management system to the needs of the four modernizations so that the Agricultural Bank can better perform its function, a cadre management system has been instituted in accordance with the requirements set forth in Guofa (1979) Document 99 and Guofa (1979) Document 56 issued by the State Council. In this system cadres are managed under the dual leadership of the Agricultural Bank and local authorities with the former assuming principal responsibility. To strengthen management of cadres in the Agricultural Bank system, we formulate herewith temporary provisions.
