Abstract

This paper investigates the distribution of seats in the House of Representatives among the states. The discussion of this topic usually is based on the representation of a direct proportionality rule between the number of seats and the size of population of each state. This rule introduces a distortion in the representation because of the most populous and least populous states move away from proportional distribution reaches the maximum and the minimum guaranteed by the Federal Constitution. In this case, the ends are underrepresented or over-represented. However, we discuss this issue here in another aspect, from the model of the application of simulation used in the European Union among member countries, with the anxiety of showing another form of distribution of seats in the House from the digressive proportionality applied by the European Parliament , which would reduce the number of parliamentarians, keeping the meaningful representation of the states.
