Abstract
The highly anharmonic motion of apical oxygen in a double-well potential, related to its large unscreened polarizability, in an oxygen breathing mode configuration, enhances the electron-phonon coupling to produce high critical temperature superconductivity. It also explains the weakness of the isotope effect. Available experimental data, mainly from IR and neutron experiments, which are relevant to this mechanism are discussed.
