Abstract

Andrew G. Haley was one of the world's first practicing space lawyers. In 1942 Haley led a small group of rocketeers in the formation of a business venture to begin early commercial production of rockets in the United States. While at Georgetown University, he served as a post graduate research associate in public international law to Prof. James Brown Scott. In August 1945 Haley resigned his positions as President and a Director of the Aerojet Engineering Corporation to return to Washington, D.C. The International Telecommunication Union (ITU) is the primary organization in the world for international coordination of electronic communication matters. Haley's Rocketry and Space Exploration was published in 1958, with the sub-title The International Story . During the 1950s Haley became more and more involved in the affairs of the International Astronautical Federation. Keywords: Aerojet Engineering Corporation; Andrew G.
