Abstract

In March 1996 member countries signed the Trujillo Protocol to the Cartagena Agreement, in accordance with which the grouping was reinstituted in August 1997 as the Comunidad Andina. The Community was to promote greater economic, commercial and political integration within a new Andean Integration System, comprising the organization's various bodies and institutions. Meetings of heads of state, which had been held annually since 1989, were formalized under the 1996 Reform Protocol of theCartagena Agreement as the Andean Presidential Council. In December 1997 the General Secretariat approved regulations for granting authorization for use of the Andean satellite system; the Commission subsequently granted the first Community authorization to an Andean multinational enterprise, comprising companies from all five member states. In December 2010 the Andean Committee of Tourism Author-ities approved an Agenda for Tourism Development in the Andean Community, which aimed to develop the region as a major global tourism destination, by facilitating tourist flows between member states and promoting innovative tourism products.
