Analyze and Countermeasure to Purchase System for Chinese Enterprises

Abstract

Since the nineteen nineties, with all kinds of auto and information technologies' application, the productivity of enterprises has increased to a very high standard and at the same time the enterprises' core competitive have entered slow growth periods from fast growth periods, in these condition more and more enterprises started to transfer their focus from the productivity improving to cost control. However the current purchase system used in Chinese enterprises is far from meeting the growing requirement from the customers thus the reform of the purchase system have become one of the most important issue in this respect. The following article will analyze the existing problem in current purchase system through cases study and provide solutions to these problem. We can obviously see that the Chinese enterprises are now in the temporarily shortage of reform method, thus how to find out a most efficient and practical way to improve the purchase system's efficiency has become one of the most important issues. In the article we hope to find an efficient way by introducing a new supply chain management system, we hereby called it APS (Advanced Procurement System). The major purpose of APS is to free buyers from normal working affairs and to handle their work from the progress of the whole corporation, that is to change them from passively meeting order require to initiatively learning the company's requirement. In detail APS controls the supplier by conformity, analyze and study the business records of supplier by using Microsoft Access and Microsoft Excel. The article will site the significance and the effect to the company by introducing the operation procedure and benchmark.
