Abstract
This paper, the causes of the problems existed in practice of investment management in established building energy-saving reconstruction were firstly analyzed form both internal and external aspects. Secondly, it takes examples from the practice of investment management in established building energy-saving reconstruction abroad. Finally, suggestions were proposes from four aspects, such as laws and regulations, market mechanism, new energy-efficient technologies and conduct energy.
