Abstract

The relevance of this article lies in the need to investigate the emergence of new rights, which cannot be attributed to any of the three generations of known human rights, and to establish the necessity of these rights in the XXI century. The main purpose of the article is to establish the role of international organizations in the process of regulation and protection of human rights of the fourth generation, as well as to determine the essence and purpose of these rights. For a detailed study of this topic, the following methods were used: logical method, dialectical method, hermeneutical method; method of synthesis; cognitive method, method of induction, and deduction. The results of the research – definition, and analysis of the main concepts and terms used in the framework of this study; definition and clarification of the rights attributed to the fourth generation of human rights, and carried out their analysis; the role of international organizations in the process of regulation, provision, and protection of the fourth generation rights was studied; the following steps to improve the process of regulation and protection of the fourth generation rights, in particular, the activities of international organizations were proposed. The practical value of this article is to develop approaches to further consolidation of the rights of the fourth generation and their regulation and protection by international organizations. The scientific novelty of this article lies in the analysis of new human rights in connection with scientific and technological progress and combining them into a new generation of human rights, which in turn requires the creation of effective mechanisms of regulation and protection of these rights. Conclusions: Within the framework of this article the author made an attempt to study the peculiarities of regulation of human rights, referred to the fourth generation, as well as attempts to develop recommendations for further regulation and ensuring of these rights by international organizations.
