Abstract

The issues of the territorial planning legal regulation and territorial entities’ land resource potential application are studied, as well as the law enforcement practices of development and
 validation of the territorial planning documents as a single legal and technical framework for deployment of the capital construction facilities and establishment of the appropriate legal land use regimes. Moreover, the problems of the territorial planning documents’ quality and possible ways to minimise their number or eliminate thereof are analysed. Thus, the necessity to optimise the Federal State Information System of Territorial Planning (FSIS TP) based on integrating the data of the Unified State Register of Real Property, the Urban Planning and Management Information System and other related information sources involved in the territorial planning is justified, which would enable accumulation and reflection of their structural components in a single geospatial system.
