Abstract
The article discusses the main approaches to the organization of budgetary and defense planning in the Ministry of Defense of Ukraine and the Armed Forces of Ukraine in the context of the development of weapons and military equipment. The study focuses on the feasibility and necessity of bringing budgetary and defense planning to the best world practices applied by the world's leading countries, including on arms development planning, taking into account the life-cycle costs of weapons and military equipment. The generalized and substantiated views in the scientific and practical environment in Ukraine on the ways and problematic issues of introducing foreign experience of planning arms development into domestic practice. According to the results of the research, recommendations were made for the formation of technical and economic indicators of the life cycle of weapons and military equipment, which take place in the scientific and practical environment of customers and contractors of weapons.

Дослідженнями проблем раціонального використання видатків оборонного бюджету на забезпечення збройних сил сучасним ОВТ, управління розподілом фінансових ресурсів з урахуванням пріоритетності об’єктів призначення, пошуком шляхів удосконалення нормативно-правових документів з оборонного планування і фінансового забезпечення потреб оборони і безпеки України займалися і займаються такі науковці, як: В. Однією із невирішених проблем залишається відсутність в Україні системного науково-методичного забезпечення аналізу воєнно-технічних і технікоекономічних аспектів ЖЦ ОВТ, прийнятного для погодження інтересів замовників і виконавців державного оборонного замовлення. Досвід розвинених країн в розробці і експлуатації ОВТ свідчить про те, що контракти життєвого циклу відкривають досить ефективний для всіх сторін шлях розвитку оборонної промисловості. Успішному впровадженню концепції сервісної підтримки життєвого циклу виробів сприяла тривала робота з розвитку САLS-технологій, що ведеться в рамках національних програм. Побудова в Україні системи контрактів наскрізного життєвого циклу із втіленням САLS – технологій потребує тривалої і не однорічної роботи, нового мислення учасників контрактації та сучасного нормативно-методичного забезпечення для ефективного використання фінансових ресурсів, розглядаючи при цьому можливі альтернативи та враховуючи вартісні й часові показники всіх заходів стадій (етапів) ЖЦ зразків ОВТ
