To measure benefits of e-services is difficult, because of the variety of information and communications technology and the rapid transformation. In the health care, as in the context, contributes more confusion, because is it specific area, which includes all groups of people. Therefore, the provision of public health services is more and more consumer oriented. No less important is their knowledge about such services and the will and the ability to use them. This article presents research of electronic regostration service stakeholders in 2016. Patients and employees participated in the quantitative research, which aimed to reveal their approach to electronic registration service content and its various aspects. Electronic registration service application users must be a continuous process, during which need to experiment with content and analyze the results. This process depends directly on the users, their needs and on the specifics of electronic services. The will to use electronic services caused by many factors such as usage patterns and user behavior.

Theoretical and legal bases of providing public electronic services

Given the existing problems in developing the electronic public services in Ukraine, we have conducted an analysis of regulatory and legal bases. From a theoretical point of view, the author’s definition of electronic public service has been offered. In our opinion, the electronic public services are the set of public services (administrative, social, technical, state, municipal, etc.) that can be provided / received electronically by means of information and communication technologies. From the legal point of view, it was established that the adopted legislative initiatives are the one of the most important steps towards simplification and digitalization of public services, as the legislation regulates the procedure of providing public electronic services and defines the features of the provided public electronic services registration. The article presents the main features of electronic public services and supplements the existing classification (by content, by scope, by subject, by consumers, by place of receiving) by a number of classification features, namely: by receiving form of electronic public service, by payment type for the provision of electronic public service and by the form of result expression of the electronic public service provision. The Provision on the Unified State Web Portal of Electronic Services and the peculiarities of its use in the provision of electronic administrative services in the country have been considered. As part of our research, it was found that the local governments may create opportunities for the provision of additional electronic administrative services within their competences taking into account the local characteristics and needs. In order to measure an access to the electronic public services, the main criteria and indicators have been identified. This assessment, in our opinion, should be carried out by the level of content of the power authority official website, the level of implementation and use of the electronic document management system and the level of use of electronic participation and interaction tools between the public authority and other entities. The formula for determining a comprehensive indicator of the level of access to public services in electronic form has been presented. This indicator will serve as a guide for improving the service provider activity towards digitalization. Based on the research, the article highlights the key benefits for the applicants of public services in electronic format and the main benefits of electronic public services implementation for the service provider.

Implementation practice of electronic administrative services in Ukraine

One of the factors for the development of civil society in Ukraine is an effective, well-functioning institution for providing administrative electronic services. Despite the intensity and wide scope of research covering various aspects of providing electronic administrative services to the population, many issues in this area remain quite debatable, as well as understudied, which conditioned the relevance of the study. The study is aimed at studying the organisational and procedural aspects of providing electronic administrative services in Ukraine. Authors of this study clarified the significance of some fundamental concepts of this issue. The author's approach to defining the concept of electronic administrative services was formulated based on a personal interpretation of this concept from the standpoint of general theoretical analysis. Administrative mechanisms for implementing electronic public services were analysed. The study investigated the features of classification of electronic administrative services by types of electronic representation, by field of activity, by form of ownership, by consumers, by place of receipt from the standpoint of the client and from the standpoint of involvement in the electronic service. This study is the first to analyse the regulatory framework of Ukraine on the provision of electronic administrative services in stages and chronologically. Authors studied and compared the features of the procedure for rendering electronic administrative services using the Unified State Portal of Administrative Services, the iGov portal of state electronic services and the Ukrainian online service of public services – Diia. The study covered the procedure for the operation of administrative service centres in Ukraine. It was concluded that the first step of Ukraine towards creating its information society through the introduction of e-governance should be the establishment of a market for administrative and information electronic services

Involvement of community pharmacists in public health services in Asir Region, Saudi Arabia: A cross-sectional study.

Community pharmacists are one of the most accessible healthcare practitioners worldwide and their services are used by a large proportion of the population. Expanding the roles of community pharmacists could contribute to reducing pressure on general health practice and other areas of the health services. This research aimed to evaluate the contribution of community pharmacists in the provision of public health services and to investigate the perceived barriers for the provision of these services in Saudi Arabia. This study followed a cross-sectional design using an online anonymous self-administered questionnaire. The study took place in Asir region, Saudi Arabia, between September 2019 and February 2020. A convenience sampling strategy was used to select and recruit the study participants. The questionnaire was adapted from previous research and involved three sections: demographics, involvement in public health services and barriers for practising public health roles. The total number of respondents was 193. The proportion of respondents who reported that they were "very involved" or "involved" in each service was 61.7% for weight management, 60.6% for sexual health, 57.5% for healthy eating, 53.4% for physical activity promotion, 51.3% for dental health, 46.1% for smoking cessation, 39.4% for screening for diabetes, 35.7% for screening for hypertension, 31.1% for alcohol dependence and drug misuse counselling, 30.6% for screening for dyslipidaemia, and 21.8% for vaccination and immunisation. Most of the barriers in the current research were rated as having low relevance to the provision of public health services. Findings in the current research suggest that community pharmacists in Asir region have varying levels of involvement in public health roles. Further research needs to be undertaken to understand the barriers to the provision of public health services and what strategies would be beneficial for enhancing the public health role of community pharmacists in Saudi Arabia.

The article is aimed at researching electronic services and proving the need to standardize their provision in the public administration system. It is found that despite the existence of a large number of studies in the field of implementation of efficient public e-governance, there is a need for detailed coverage of the problems of providing the population with electronic services through the total digitalization of public relations of different levels of interaction, as well as standardization of the provision of electronic services. To obtain the results, general scientific research methods were used. Methods of analysis and synthesis contributed to the detection of problems of excellence, consistency and certainty in the field of electronic administrative services provision, systematization of criteria for assessing the quality of electronic services, formation of principles of digitalization of the public administration system. The statistical method allowed to identify features and gaps in the provision of electronic services in Ukraine. The use of the scientific abstraction method contributed to the formation of certain recommendations for improving the system of electronic services in the context of social transformation, the introduction of standardization of the provision of electronic administrative services at different levels of social interaction, helped to outline the prospects for further research. The main results are reduced to: the need to standardize the provision of electronic administrative services on the basis of standard models of services; to determine the mechanism of providing services by public authorities; the procedure for receiving a response to the request of the administrative service; the presence of tools to measure the level of satisfaction of citizens’ expectations. The conclusion is made about the need for more in-depth study and implementation of foreign experience in transforming social relations and developing the information society in Ukraine.

Electronic government as a platform for the development of digitalization of the administrative services provision system

The article is devoted to the issue of determining promising directions for the development of e-government as a platform for the development of the system of providing electronic administrative services. The purpose of the article is to generalize the theoretical foundations of electronic governance and to identify the problems and development prospects in its environment of the system of providing electronic administrative services. To achieve the goal, the author used both general scientific and specialized methods of scientific research. Based on the analysis of the experience of the world’s leading countries in the field of e-government, conclusions were formulated summarizing the possibility of using its individual aspects in the formation of the system of providing electronic administrative services in Ukraine. Grouping of research results of individual authors on issues of digitalization of public administration was carried out. Methods of abstraction and forecasting were applied to determine the prospects for the development of the system of providing electronic services in Ukraine. The article examines evolutionary aspects of digitalization of public administration, including: optimization and automation of existing administrative procedures; implementation of services, creation of benefits adapted in terms of composition and order of provision to the individual needs of citizens. It was determined that the main global trend of digitization of the sphere of public administration is the implementation of the principles of electronic government in the work of authorities, which interacts with state authorities, citizens, and organizations in an electronic format with minimal physical intervention. The author’s vision of the concept of electronic government as a complex of ideas and stable ideas about the principles, forms, mechanisms of state and municipal management of social and political processes with the help of information and communication technologies is formulated. The priority directions for improving the system of providing administrative electronic services based on the use of artificial intelligence and blockchain, creating personalized services, ensuring cyber security, forming digital skills and developing effective incentive tools for civil servants have been identified. The author considers the prospects of further research on the regulation of the issue of access to data, their confidentiality and protection, assessment of the possibilities of applying intelligent technologies that provide processing and analysis of data necessary for the provision of electronic administrative services.

The purpose of the research. The scientific article is devoted to the coverage of the category of electronic and public services. Main content. The categories "administrative service", "public service" and "municipal service" are compared. The main approaches to the definition of the concept of electronic services by public administration authorities and the identification of the characteristics of the above concept are considered. Methodology: Consideration of materials and methods based on the analysis of documentary materials for the provision of electronic and public services in Ukraine. Conclusions. Electronic services are a type of public service and are related as a private to the whole, that is, despite the common features of the above services, public services have a large scope of implementation by the population in public administration.

More public health service providers are experiencing job burnout than clinical care providers in primary care facilities in China

BackgroundHealth workers are at high risk of job burnout. Primary care in China has recently expanded its scope of services to a broader range of public health services in addition to clinical care. This study aims to measure the prevalence of burnout and identify its associated factors among clinical care and public health service providers at primary care facilities.MethodsA cross-sectional survey (2018) was conducted among 17,816 clinical care and public health service providers at 701 primary care facilities from six provinces. Burnout was measured by the Chinese version of the Maslach Burnout Inventory-General Scale, and multilevel linear regression analysis was conducted to identify burnout’s association with demographics, as well as occupational and organisational factors.ResultsOverall, half of the providers (50.09%) suffered from burnout. Both the presence of burnout and the proportion of severe burnout among public health service providers (58.06% and 5.25%) were higher than among clinical care providers (47.55% and 2.26%, respectively). Similar factors were associated with burnout between clinical care and public health service providers. Younger, male, lower-educated providers and providers with intermediate professional title, permanent contract or higher working hours were related to a higher level of burnout. Organisational environment, such as the presence of a performance-based salary system, affected job burnout.ConclusionsJob burnout is prevalent among different types of primary care providers in China, indicating the need for actions that encompass the entirety of primary care. We recommend strengthening the synergy between clinical care and public health services and transforming the performance-based salary system into a more quality-based system that includes teamwork incentives.

The article considers the concepts of “electronic services” and “electronic government”, the basic principles and significance of “electronic government”, analyzes the “Electronic government” and “electronic services” in Azerbaijan. Trends in the development of electronic services, the structure of the state standard for the quality of electronic services are given. Today, with the use of information and communication technologies (ICT), the concept of “electronic services” is widely used (increasing efficiency, simplifying communication between the public and the state). At the same time, electronic services are considered one of the most effective tools to ensure transparency and prevent corruption. The aim of the article is to analyze the concepts of “electronic government” and “electronic services” in Azerbaijan. The development trends of electronic services are described. The author analyzing the most frequently used services identified the main scope of the electronic services provided. This is e-commerce, banking, media and distance education. The main problem in the work of the system of rendering state electronic services is the lack of preparedness of the population for this system. The implementation of the tasks of domestic and foreign policy provides for the creation of the most favorable conditions for the development of electronic services. A clear architecture for the provision of electronic services has been created in Azerbaijan. In this context, government agencies are gradually merging with new services in this architecture. According to the author, a single state of e-government should be a standard for the quality of electronic services and the basis for standardizing state electronic services is the demand for information and technical support for the process of providing electronic services and their quality. At the end of the article, the author gives a structure of quality standards for the state electronic service. According to the author, the development of the quality standards system for state electronic services should be aimed at improving the quality of the provision of state electronic services and optimizing the budget costs of authorized e-government bodies.

Evaluation of Outreach of Community Pharmacists in Public Health Services in Al-Jouf Region of Saudi Arabia: Findings and Implications.

Diversifying the conventional role of community pharmacists from dispensing to involvement in public health services could help in optimized patient care and ultimately good health practices. The current study aimed to ascertain the involvement of community pharmacists, barriers to involvement, their preparedness towards the provision of public health services in the future, and effective strategies to improve their existing role, especially in remote areas of the Kingdom of Saudi Arabia. A cross-sectional study was conducted in the Al-Jouf region of Saudi Arabia (KSA), between January to April 2023. A convenient sampling technique was used to recruit community pharmacists (CPs). A self-designed and validated questionnaire was used for data collection. The relative importance index (RII) was utilized to rank the barriers to participation in public health services. Data were subjected to statistical analysis using SPSS. This study recruited 119 participants (mean age: 32.2 ± 7.9; male gender: 67.2%). Of these, 91.6% were involved in the provision of public health services at community pharmacies. Majority of CPs (n = 114/119, 95.8%) provided drug use-related written information to the patients, and the least practiced service was screening of dyslipidemia (n = 81; 68.1%). According to RII, the major barrier was the lack of time given by patients (RII: 0.812). Overall, the majority of the pharmacists (n = 94/119; 79%) were willing to provide public health services. Most of the CPs reported that empowerment through education and awareness (n = 100/119; 84%) is most effective strategy to enhance the involvement of pharmacists in public health services. Findings of the present study underscored the adequate participation of community pharmacists in public health activities. Further studies are required in other remote regions of KSA to get a clear insight into the overall participation of community pharmacists in public health services and generalize the findings.

Peculiarities of the Electronic Public Services Provision in Šakiai District Municipality

Rapid development of the information technologies has a huge impact not only in everyday life. It changes government institutions as well: leads to the modernization of management processes, optimizes work and impacts traditional society and government relations. Information age demanded from the public institutions to transfer most of the information, communication and public services to the electronic systems. However, many of local governments are not ready to improve the quality of information technologies and transfer administration services to the electronic space. This phenomenon is particularly apparent in the small local government institutions which faces difficulties when transferring electronic services to electronic systems. This article is based on the literature studies and it analyzes the main features of the information technologies and their role in public administration processes. The authors also identify the concepts of electronic government and electronic services. This case analyzes the situation of the electronic services provision in Šakiai district municipality, affects the major problems of e-services in this institution and offers solutions to these problems. In order to move evenly with changing environment, public institutions need to understand that the attitudes of employees has to change first. Therefore collaboration of governmental institutions must be stimulated sharing the experience of the best practice. Such collaboration is necessary in order to increase the knowledge of employees and control information traffic. The article concludes, that the development of the electronic public services in local government institutions is inherent from availability of these services to the community. The development of digital and information and communication technologies contributes to fundamental changes in all spheres of human life. Thanks to the Internet of Things technologies, medicine has moved to a new level of efficiency, convenience and quality of providing electronic medical services. The problems of the introduction of electronic services in the context of the development of e-governance require special consideration, potential threats in the collection, processing and storage of data in the field of healthcare are of particular concern. P u r p o s e o f t h e s t u d y is to conduct a comparative analysis of the use of modern trends in the introduction of electronic services in the healthcare sector of foreign countries and Russia with the use of Internet of Things technologies in the conditions of digitalization of the industry. M a t e r i a l s a n d m e t h o d s . The following methods were used in the work: analysis – when searching and familiarizing with various web resources, relevant programs and portals on electronic management and the Internet of Things; comparison – when comparing the stages and mechanisms of using Internet of Things technologies in the development of digitalization of healthcare in the world; analogy and extrapolation – to determine the possibilities, implementation of foreign experience. R e s u l t s . The best foreign practices of providing electronic services in the field of healthcare with the use of Internet of Things technologies were revealed. A trend has been established for the appearance and use of various devices using Internet of Things technology that are used to provide medical services, in particular those that have the functions of medical equipment and help to conduct an online examination. The US experience in the introduction of electronic medical records and the maintenance of relevant databases is disclosed. Separately, attention is focused on the experience of countries that are trying to prevent excessive personalization and identification of data. С o n c l u s i o n s . Thus, electronic services are services that are provided in electronic format online. In Russia, they are regulated by a significant list of regulatory legal acts. At the same time, for the effective use of Internet of Things technologies in the provision of electronic medical services, first of all, it is necessary to solve the problem of de-identification (depersonalization) of data that is collected to meet this service.

Education in the field of electronic financial services of its future users

Information and communication technologies revolutionized the ways of providing financial services. Modern technologies instigated the rise of electronic banking and electronic finance and their development continues to bring new forms financial services provision. Students of finance, banking and investment fields of study should keep in touch with newest forms of electronic finance to stimulate their interests in the area of the newest technologies in banking and finance. In the process of education in electronic finance, the use of information and communication technologies is undoubtedly required. The aim of this paper is to present how modern electronic financial services are introduced to students in educational process at our faculty in a novel way. A course named Electronic Services in Banking is provided to students, during which students gain theoretical knowledge and practical skills in the area of electronic finance and banking. The course uses multiple eLearning methods such as using learning management system, virtual bank, training videos, online demos etc. The course is provided for several years already and is continuously updated and adjusted as new technologies emerge. Students have the opportunity to come into contact with various forms of electronic services in finance. During the course is emphasis laid on the security of electronic finance usage, including the principles of digital signature and biometrics. Before and after the completion of the course, a survey is conducted to detect students' awareness of electronic finance services and their advances in knowledge of the subject. The evaluation and a comparison of the survey results in recent years is the main output of this paper. Furthermore, the results serve as a feedback, which provides important suggestions for changes in the educational process.

Problem setting. A rapid leap in the digital development of society marked the beginning of the “fourth industrial revolution”, also called Industry 4.0. In a broad sense, Industry 4.0 characterizes the current trend in the development of automation and data sharing, which includes cyber-physical systems, the Internet of Things and cloud computing. Industry 4.0 is a new level of production and value chain organization throughout the entire product lifecycle. Digitalization is the saturation of the physical world with electronic-digital devices, means, systems (digital technologies) and the establishment of electronic-communication interaction between them. Analysis of recent researches and publications. The problem of the functioning of electronic administrative services was the interest of leading scientists Y.A. Drachuk, Y.A. Mikhailuk, S.A. Chukut, V.L. Polarnaya, V.V. Ryabets. Target of research. The purpose of the article is to consider the problems of digitalization of the Pension Fund of Ukraine on the example of legal regulation and implementation of the features of electronic services and electronic identification of citizens. Article’s main body. The digitalization of the Pension Fund of Ukraine is expressed in providing citizens with the provision of electronic services in the field of pension provision and keeping records of persons subject to compulsory state social insurance. The legal basis for the implementation and development of state electronic services is the Concept for the development of electronic services in Ukraine for 2016-2020. This document laid the foundations of state policy in this area and provides an appropriate set of measures for their implementation. The Pension Fund of Ukraine has its own portal of electronic services on the website, which, unfortunately, is not grouped by type of payment provided by the government, but by the category of recipients. By the category of recipients, all electronic services of PFCs are divided into services for pensioners, insured persons and insurers. A prerequisite for applying and receiving state electronic services in Ukraine is the use of electronic identification of individuals and legal entities. Among Ukrainian citizens, the most common is the mobile identification service, it is the simplest means of electronic identification, in addition, all state electronic services that are currently being implemented already by default contain the ability to log in using MobileID. The next most widely used means of electronic identification of individuals is BankID - verification of citizens through Ukrainian banks to provide administrative and other services via the Internet. The less popular types of electronic identification of citizens, as already noted, is electronic digital signature. Conclusions and prospects for the development. In order to receive the service in an online format, firstly, you need to have computer and Internet skills, and secondly, you need to receive an electronic digital signature, because without this a number of services are not available on the web portal, you can order a service, however, the result of the service will have to go to the PFU office, and thirdly, in the absence of an EDS, you must contact the fund office to obtain a login and password from the web portal for initial registration as a user of services. To improve the implementation and functioning of electronic services of the Pension Fund of Ukraine, it is recommended: conduct a study on the use of electronic services of PFCs among citizens in order to identify the most popular services and problems that citizens face in the process of using the web portal; to develop a program and introduce training courses for the population in order to increase the computer literacy of citizens on the use of electronic services of PFCs, within which they provide general information on working on the Internet, teach how to register on the PFU web portal and receive digital signatures, how to use the web portal; provide for regular demonstrations of the use of the PFU web portal and the benefits of applying for online services in PFC offices.

The electronic research and academic services provided to graduate students in light of the digital transformation

The current study aimed to identify the status of the academic and electronic research services provided to graduate students in light of the digital transformation from their perspectives. To accomplish the aims of the study, the researcher used the descriptive analytical method by administering a questionnaire to 303 male and female graduate students who were randomly selected using the smile random sampling method. The results of the study revealed that the electronic academic services provided to graduate students were medium, while the electronic research services provided to graduate students were poor. The results also showed that there are many obstacles that prevent the provision of electronic academic and research services to graduate students in light of the digital transformation from their perspectives.
