Abstract

The purpose of this work was to examine factors that are believed to affect the technology transfer (TT) process in the field of information and communication industry (ICT). The aim is to investigate the factors that describe the TT process of embracing of international technology by ICT projects in Libya. ICT sector in Libya is reliant on external technology imported into the country by multinational ICT firms. To verify and investigate the interrelations between hypothesized factors a questionnaire survey was implemented in Libyan ICT projects where the TT process was involved. Statistical analysis techniques were used to analyze the data collected. The results recommended that government support factor, transferee and transferor characteristics, TT environment, and technology learning capability factors be determined to be the paramount indicators of TT performance to the host ICT industry. Moreover, the results showed that to a large extent most factors chosen for this study are important towards effective TT process. This paper is a part of a continuing work to form a technology transfer model for the Libyan ICT sector.
