Abstract

Stakeholders have an essential role in the development of social entrepreneurship (SE), so it is necessary to understand the role and contribution of stakeholders. Stakeholders referred to in the development of SE are parties involved and interested in the success and sustainability of SE. This research was conducted with women social entrepreneurs in the Greater Jakarta and Central Java Provinces. This study aims to discover the role of actors in developing SE in the Greater Jakarta and Central Java Provinces. The MACTOR analysis method is used in this study; this method includes determining system actors, setting goals, describing power relations, and assessing attitudes and the importance of dreams for actors. The analysis results are presented through graphs and figure, providing insight into actor competitiveness, alliance patterns, possible conflicts, and actor support for developing SE in the Greater Jakarta and Central Java Provinces. The study results show that policy is the central government; in this case, KEMENKOP UKM (MINISTRY OF COOPERATIVES AND SMES), UKM (Ministry of Cooperatives and SMEs), and KEMENSOS (MINISTRY OF SOCIAL AFFAIRS) (Ministry of Social Affairs) are vital in setting special SE regulations. The existence of rules issued by the central government will help social entrepreneurs get various social supports that are useful for developing SE.
