Abstract

The investment strategies of Russia and China in the development of human capital are analyzed through educational programs implemented in the international projects “One Belt, One Way”, “Global Education”, “SCO University” (Shanghai Cooperation Organization). The problems of incongruence of the national qualifications framework, international professional and public accreditation of educational programs are considered. The target export models of educational services of Russian and Chinese universities are analyzed.
