Abstract

In recent years due to changing climate, flooding has become a bigger problem. In this regard, flood mapping is essential for improving both risk assessment and prediction for sustainable development. By analysing Sentinel-1 Synthetic Aperture Radar(SAR) images available in Google Earth Engine(GEE) database, flood mapping and damage assessment is done in this study. To distinguish between the still-existing land covers and the flooded areas, the Otsu thresholding technique has been used which is proved to be the best in the literature review. Independent datasets were used to validate the generated maps. The Otsu automatic thresholding approach used for flood mapping has given the overall accuracy of 95%. The entire process of rapid flood mapping for any selected area, from data fetching to flood map generation and damage assessment maps can be generated in approximately 2 to 3 min. Therefore, the proposed system can be utilised by decision makers, disaster management panels, urban planners, and citizens irrespective of their knowledge about EO (Earth Observation) data for a sustainable environment.
