Abstract

The article focuses on the statistical tools for evaluating and analyzing innovation activity in Ukraine and the European Union. The relevance of this topic is conditioned by the new strategy for the development of Ukraine's innovative area and the adaptation of European standards in monitoring the innovation activity of Ukrainian enterprises. The purpose of the article is to generalize and systematize the statistical and analytical tools for regulating innovative activity in Ukraine, taking into account national and foreign experience. According to the goal, the following main tasks are defined: 1) to generalize the international experience of integrated assessment of innovative activity; 2) to determine the features of the national methodology for calculating the total innovation index; 3) to analyze the innovative activity in Ukraine using integrated and partial indicators. To date, about ten international integral indicators have been developed that take into account the level of innovative activity in the countries. Among them, the most popular are the Global Competitiveness Index, the Bloomberg Innovation Index, and the Global Innovation Index. In the EU countries, the main tool for analyzing and comparing innovative activity is the European Innovation Scoreboard, the goal of which is to form an integral indicator of the national innovation systems development and determine the strengths and weaknesses of country in this area. Comparative analysis of Ukraine's competitive positions on international indicators of innovation system development shows that Ukraine has high educational and scientific potential, capable of producing various innovations in the form of ideas, scientific developments, patents. According to the Global Innovation Index report, in 2018 Ukraine ranked 43rd, which is the highest position in the last seven years. The European Innovation Scoreboard attributes Ukraine to the "Innovative emerging" country group. At the same time, the Ukraine’s economy has a low share of innovative industrial products, significant unrealized opportunities in commercialization of innovation, as well as protection of intellectual property rights. Ukraine has developed an analytical database for governance, including stimulation of enterprises innovative activities. The basis of the relevant analytical tools is state statistical surveys, indicators of enterprise innovative activity and the index of innovation. However, the Strategy for the Development of the Innovation Area for the period until 2030, which is aimed at the development of the national innovation ecosystem, provides for the improvement of monitoring tools of the requests of Ukraine's enterprises for innovative solutions to their problems, analysis and forecasting the impact of government regulation on the economy innovative development.
