Abstract

”Plan for Educating and Training Outstanding Engineers (PETOE) (2.0)” was implemented by the Ministry of Education in 2018, and its purpose is to further cultivate students' abilities of engineering and innovation. The implementation of this plan requires effective coordination and cooperation among the government, industry associations, universities, and enterprises. Through a one-year corporate internship, students would have the foundation and ability to become an outstanding engineer. Can it run for a long time of the outstanding engineer training program? It depends on whether the enterprise can participate effectively. This is also the bottleneck of the operation of the outstanding engineer training program. This article mainly analyzed the problems and causes of the operation of the outstanding engineer training plan and established the topological structure of the main body of the implementation in the outstanding engineer training plan, explained the selection mechanism of the excellent class students and the management mechanism during the internship process in enterprise, and ensured the effective implementation of the plan.
