Abstract

This research aims at analysing economy aspects in the policy on establishing housing and settlement in West Java. Qualitative approach is used in this research. Data are obtained through observation, in-depth interview, and literature study. Triangulation technique is used in order to assess data validity. Findings of this research show that the policies on the establishment of housing and residential area are oriented towards absence of eviction, improvement of area quality, renovation of unsafe/unfit houses, vertical housing, resettlement, and building houses by private parties with 1:3:6 pattern. Construction of housing is divided into the metro, highland, and coastal zone. Economy factors to be taken into consideration in implementing a policy comprise the lacking of ability to provide facilities and infrastructures, inefficiency of housing market, inaccurate subsidy pattern, service gap, land allocation system, institutional weaknesses, and in availability of source for long-term funding.
