Abstract

Serious traffic congestion which followed immediately after the Great Hanshin-Awaji Earthquake, obstructed fire fighting, rescue activities and relief-logistics. In this study, first, we analyzed main traffic modes and factors affecting car use during the three days immediately after the Earthquake. Secondly, we discerned the attitudes of affected residents toward car use under traffic regulations immediately after a great disaster. The main findings are based on the results obtained by a questionnaire survey which we carried out for driver's license holders who experienced the Earthquake.
