Abstract

This work is based on the proposal of the dialectical pair: power /contrapoder of the Mexican philosopher Joaquín Sánchez Macgregor. In this one, it is indicated that the institutions as well as the people that are part of the power, as political dome, of vertical character and of impositions, for their oppressive practices, motivate the organization of the counterpower, considered as of social organizations, with characteristics of horizontality and consensus. However, the opposition is only apparent, since the counterpower, once it achieves triumph, has on many occasions acted as a power, even with the most cruel arbitrary practices, the exemplary case is the former Soviet Union.BR Thus, as an instrument of analysis, the theory of power/counterpower is based on the Bolivarian proposal of moral power, which in current terms, is to highlight the way in which power establishes limits to its exercise, giving rise to citizenship to build a political system more convenient to their interests. Therefore, this theoretical proposal is applied to the study of the government carried out by Bolivian President Evo Morales. In this sense, a tour is made of their speeches and government actions, in order to show how they correspond or how they take distance, which includes pointing out the openness to citizen participation, if there is one, including how to avoid falling into practices of social control and permanence in power. Elements on the basis of which a balance of the presidency of the leader of Aymara descent is carried out.
