Abstract

The Bula Flood incident began in 2016 until now. It is recorded that every year Bula City often experiences floods, with the peak of flood events being in February-July. As of 2016, there have been several structural treatments carried out by the local government, but have not answered the problem of the Bula Flood. The flood incident in the Bula City area was caused by the overflow of the Kabur-Kabur River. Based on the results of existing modeling analysis using 25-year anniversary discharge (Q25) with HEC-RAS and EPA, SWMM shows that flooding occurs in part of the Kabur-Kabur River. Flood management carried out in Bula City is by implementing retention ponds, river normalization, and implementing an early warning system for flooding. Based on the results of flood control validation analysis with the HEC-RAS and EPA SWMM programs, it shows that the flood management of the Kabur-Kabur River is able to overcome flood problems in the Bula City area. Therefore, the applied flood control can be implemented.
