Abstract

The purpose of this study is the Government of Bandung has a mechanism for the management of land and / or building rental owned by the Government of Bandung In accordance with Regulation of the Minister of Trade Regulation no. 19 year 2016 on Guidelines for Management of Regional Property Availability of regulations on the implementation of the lease of land and or building owned by the Government of Bandung, and Promotion of administrative order on the implementation of land and build-ing regulations owned by Bandung City Government through the implementation of land use utilization owned by Bandung City Government.The first research methodology was to sort or disaggregate the data and to identify problems experienced in manag-ing local property and synergy issues. Furthermore, the formulation of analysis in accordance with the methods of analysis and data obtained in a concept analysis. Based on the results of analysis and discussion then the information obtained that: 1). Ban-dung City Government Policies must be adjusted with the issuance of central government policy with Permendagri Number. 19 years 2016 on Guidelines for Management of Regional Property; 2). Bandung City Government has Potential Increase Revenue area from Rent; 3). There are several problems in the lease of land and / or building owned by Bandung City Government such as: (a). The existence of the expired lease period (b). The existence of the transition of the tenant (c). The existence of a change of func-tion (home into place of business), (d). The high arrears of the tenants, (e). The lease calculation is not based on land function, (f). The existence of a transitional function of land and / or building by tenants and (g). Acknowledgment of lease receivables from the lessee that has expired the lease agreement.
