Regional development in disadvantaged areas in an effort to develop the economic potential so as to have competitiveness and boost economic growth. This study aimed to analyze the economic potential and economic performance of the sector in each region lagging East Java Province that could affect GRDP growth and could be a priority in the implementation of regional development. This study uses secondary data in the form GRDP data, with analysis tools Location Quotient and Shift Share Esteban Marquillas, which consist of the data time series during the period from 2009 to 2013, using the GRDP 9 sectors and cross section 4 underdeveloped districts in East Java. The result of this study indicate that the tool Location Quotient, a sector basis contained in the district of Bondowoso is the agricultural sector, a sector basis in Situbondo district is agricultural sector, trade, hotels and restaurants sector, a sector basis in Sampang district is agricultural sector, mining and quarrying sector, a sector basis in Bangkalan district is agricultural sector, construction sector and services sector. From the analysis of the Shift Share Esteban Marquillas sector with competitiveness (competitive) in the Bondowoso district is agricultural sector, manufacturing sector, electricity, gas and water supply sector, construction sector. A competitive sector in Situbondo district is agricultural sector, manufacturing sector, electricity, gas and water supply sector. A competitive sector in Sampang district is agricultural sector, manufacturing sector, trade, hotels and restaurants sector, finance, leasing and corporate services sector, services sector and a competitive sector in Bangkalan district is agricultural sector, manufacturing sector, trade, hotels and restaurants sector, finance, leasing and corporate services sector and services sector. The overall results of these studies demonstrate the implications that the development in disadvantaged areas still not evenly so that it takes the development priorities like as developing the local economy through the use of local resources and community empowerment through increased people's access to education and health services, job creation and the ability to utilize and manage the market.Keywords: Gross Regional Domestic Product, Base Sector and Competitive Advantage

The objectives of this research are: (1) analyzing and classifying economic sectors into basic and non basic sector among districts in Central Sulawesi Province; (2) understanding characteristics of economic growth among its districts; (3) understanding the role of national and regional share among its districts. The analyses used are Location Quotient, Dynamic Location Quotient, Klassen typology, and mix and share analysis. LQ analysis result show that basic sector in Central Sulawesi are agricultural sector, electricity and water supply sector, construction sector, communication and transportation sector, and services sector. LQ analysis, at sub-district level generating agricultural sector is the basic sector for Banggai Kepulauan, Banggai, Morowali, Poso, Donggala, Tolitoli, Buol, and Parimo districts. Services sector is the basic sector for Palu, Donggala, and Tojo Una Una districts. The DLQ analysis indicating that agriculturalsector still expected as basic sector .in the future for some districts in Central Sulawesi Province. The Klassen typolgy analysis show that Morowali district is categorized as developed and fast growing region; Banggai Kepulauan, Banggai, Tolitoli, and Buol districts are categorized as growing regions; Parimo and Palu districts are categorized as growing but under-pressured; while Poso, Donggala, and Tojo Una Una districts are categorized as less developed The mix and share analysis shows that the regional share of 10 districts are more prominent determinant factor than national share.

Location Quality Analysis (LQ) in Determining Basic and Non-Basic Sectors in Berau Regency

The basic sector is a sector that plays a role as the primary mover of the economy in the growth of a region and is also competitive in the market, thereby increasing exports from that region. The non-basic sector only serves to meet local demand. The purpose of this study is to identify the basic and non-basic sectors in Berau Regency. This study uses secondary data obtained from the Central Statistics Agency (BPS) for the period 2016-2022 with the Location Quotient (LQ) analysis tool. The results of the study show that there are eight basic sectors, including mining and quarrying, real estate, education services, health and social services, transportation and warehousing, government administration, defense and social security, agriculture, forestry and fisheries, and other services, which are also basic sectors in Berau Regency because they have an LQ value greater than 1. These basic sectors are able to meet the needs of the market in Berau Regency as well as markets outside Berau Regency. It also states that there are nine non-basic sectors, including the electricity and gas supply sector, the manufacturing sector, the water supply sector, waste management, waste and recycling, the construction sector, the wholesale and retail trade sector, the accommodation and food and beverage sector, the information and communication sector, the financial and insurance services sector, and the corporate services sector, as they have an LQ value of less than 1. These non-basic sectors are only capable of meeting the needs of the region itself

Background. Sustainable economic development requires identifying economic sectors that are superior and have the potential to be developed. The agricultural sector, especially palm oil, rubber and coconut, is a leading sector in Jambi Province which makes a large contribution to GRDP and employment. By paying attention to the existing potential and challenges, to analyze the basic sectors in Jambi Province to understand the sectors that has a major contribution to regional economic growth and development potential in the future. It is hoped that this analysis can provide strategic recommendations for regional governments in planning and developing a more competitive and sustainable regional economyPurpose. Analyze and identify leading economic sectors that have the greatest potential in driving economic growth in Jambi ProvinceMethod. This research is a secondary data analysis method. The secondary data analysis method is a method of analyzing a problem or phenomenon using data that has been collected, processed, presented and reported by other parties. Secondary data collection methods are often referred to as the use of documentary materials. In this case the researcher does not directly conduct his own research but examines and utilizes data that has been produced by other parties.Results. From the results of the analysis, it is included in the basic sector. There are 4 economic sectors whose sectors have SLQ values >(greater) than 1, namely (A) the agricultural sector, (B) the mining and quarrying sector (E) the water supply, waste processing sector, and (P) the educational services sector. There are thirteen non-based sectors, namely these sectors have an LQ value < 1, namely (C) the processing industry sector, (D) the electricity and gas procurement sector, (F) the construction sector, (G) the wholesale and retail trade sector. car and motorbike repair, (H) transportation and warehousing sector, (I) accommodation and food and drink provision sector, (J) information and communication sector, (K) financial services and insurance sector, (L) real estate sector, (M.N ) corporate services sector, (O) government administration, defense and mandatory social security sectors, (Q) health services and social activities sector, (R.S.T.U) other services sectors.Conclusion. The sectors that were the base sectors in 2000-2009 were the agricultural sector, the mining sector, the electricity, gas and clean water, transportation and communications sectors, as well as the services sector. Meanwhile, the sectors that are the base sectors for 2010-2021 are the agriculture, forestry and fisheries sectors, the mining and quarrying sector, the water supply and waste processing sector and the education services sector.

Based on the analysis of LQ, in addition to eight other sectors of agriculture sector is a sector basis should be developed and given special attention so that the sector remains a sector basis in the future. While based on the analysis of the SS and the sector needs to be developed not only into sectors that have a comparative advantage but has a value of competitive advantage, the sector is the building sector, sector of trade, hotels and restaurants, as well as the financial sector, leasing and other services. These results are in line with the results of using MRP calculation (RPs) and overlay analysis. Based on the results of MRP (RPs), industrial, construction, trade, hotels and restaurants, as well as finance, leasing and services. To the four sectors have a value of more than 1, or RPs>1. The value of the sector is 1.30 kempat industry sector, sector dangunan 1.10, 1.25 trade, hotels and restaurants, as well as the 1.02 finance, leasing and services. While based overlay analysis, consists predominantly of the processing industry sector, construction sector, trade, hotels and restaurants sector and the financial sector, leasing and services. Currently consisting of negative sector is the sector of quarrying, electricity and water supply, transport and communication sectors, as well as the services sector. As well as sectors that are not potential is agriculture.

Economic growth is one of the benchmarks that can be used to increase the development of an area of various economic sectors which indirectly illustrates the level of economic change. Regional development must be in accordance with the conditions of the potential and aspirations of people who grow and develop. If the implementation of regional development priorities is not in accordance with the potential of each region, the utilization of available resources will be less than optimal. This study aims to identify leading sectors and regional specializations in Bandar Lampung City. The data used in this study are secondary data from 2008-2012 sourced from the Provincial BPS and City BPS. The analysis model used is LQ Analysis, Klassen Typology and Regional Specialization Analysis. The results showed that there were seven basic sectors in the Bandar Lampung City economy including the manufacturing sector, the electricity, gas and water supply sector, the construction sector, the trade, hotel and restaurant sector, the transportation / communication sector, the banking sector and other financial institutions, and service sector. While the Klassen Typology analysis results, there is one leading sector in the economy of Bandar Lampung City, namely the manufacturing sector. However, there is no regional specialization in Bandar Lampung City

Aplikasi Model Static dan Dynamic Location Quotients dan Shift-Share dalam Perencanaan Ekonomi Regional, Studi Kasus Kabupaten Ogan Komering Ulu Propinsi Sumatera Selatan

The purposes of this research are: to identify the basic economic sectors of Ogan Komering Ulu (OKU) regency, and to know economic growth components of regency compared with the economic of South Sumatera Province. Used analysis tools are Static Location Quotient (SLQ), Dynamic Location Quotient (DLQ) and Shift-Share. The compare of SLQ and DLQ results show that OKU regency has basic economic sectors for now and the future in trade, restaurant and hotel sector, finance, construction rent enterprise service sector and services sector. In addition OKU regency have basic economic sectors for the future in mining and quarrying sector, manufacture sector, electricity, gas and water supply sector, construction sector and transportation and communication sector. Whereas shift-share analyzes results shows that economic sector growth has increased in 2003-2005 period in OKU regency, and the industrial mix shows negative result. This study aims to determine what sectors are the leading sectors and the role of superior sector to the economy within the last 5 years in Jayawijaya regency. This research is conducted for three months starting from June 2017 until August 2017 in Jayawijaya Regency. The data used in this study is secondary data obtained from the Central Bureau of Statistics (BPS) Jayawijaya district. The data is in though using descriptive analysis research method. The research shows that the sectors that are the leading sectors in Jayawijaya Regency are agriculture, forestry, fishery, processing industry sector, electricity, gas and water supply sector, construction sector, trade, hotel and restaurant sector, transportation and communications sector, and the services sector. The sectors of services, transport and communications, and the agricultural sector are the most contributing sectors in the economy compared to other leading sectors.

This study aims to determine the economic-sector and the agricultural sub-sector that become a basic sector/subsector, knowing the role changing of economic sectors and agricultural sub-sector in the future and determine the role changing of economy sector and agricultural sub-sector in Temanggung Regency. The research used descriptive analytical method using Location Quotient (LQ), Dynamic Location Quotient (DLQ) and Shift Share (SS). The data that used are Gross Regional Domestic Product (GRDP) at constant prices 2000, from 2009 until 2013. Data obtained from BAPPEDA Temanggung Regency, Statistic Center Agency (BPS) Temanggung Regency and Statistic Center Agency (BPS) Central Java Province. The results showed that in the 2009-2013 period, there are become Agricultural sector (1,68); Electricity, Gas and Water Supply (1,13); Transport and Communication sector (1,09); Financial, Ownership and Business Services sector (1,05); and Services sector (1,53) that become basic sector. on Agricultural sub-sector there are Non-Food Crops sub-sector (1,46) and Livestock and Products sub-sector (1,16) that become basic sub-sector. Based on DLQ value, Agricultural sector (8,29); Manufacturing Industry sector (1,03); Electry, Gas and Water Supply sector (2,87); Transport and Communication sector (1,21) and Services sector (1,77) are still become basic sector. In Agricultural sub-sector, Farm Food Crops sector (1,58); Fishery sector (80,39) are still become basic sub-sector. There are two economic sectors in Temanggung Regency that change the position in the future, Manufacture Industry sector change from non-basic sector (0,61) into basic sector (1,03); Financial, Ownership and Business Services sector change from basic sector (1,05) into non-basic sector (0,89). In Agricultural sub-sector, Farm Food Crops change from non-basic sub-sector (0,97) become basic sub-sector, Non Food Crop change from basis sub-sector (1,46) become basic subsector, Livestock and Products sub-sector change from basic sub-sector (1,16) become non basic sub-sector (0,21), and Fishery sub-sector change from non-basic sub-sector (0,21) become basic sub-sector (80,39). Factor that cause a position change in the Manufacturing Industry sector is the location. Factor that cause a position change in the Financial, Ownership and Business Services sector is the economic structure factor, while the factor that cause position change in the Agricurtural sub-sector is the location. The basic sectors or leading sectors of a region need to be explored optimally to increase economic competitiveness. Measuring competitiveness can be done by identifying basic sectors, Shift-Share analysis and also Klassen typology analysis. The aim of this research is to analyze the leading sectors in Purbalingga Regency based on Gross Regional Domestic Product (GRDP) data in order to obtain basic sectors, classification of economic growth and changes and shifts in the economic structure. This research is a quantitative research using Location Quotient (LQ) analysis tools, Shift-Share analysis and Klassen Typology analysis. The result is that based on the LQ analysis, there are three superior out of fourteen superior GRDP sectors, namely the Agriculture, Forestry and Fisheries sectors, the Mining and Excavation sector and the Water Supply, Waste Management, Waste and Recycling sectors. Furthermore, the five sectors that are included in the advanced and rapidly growing sector include the Transportation and Warehousing sector, the Government Administration, Defense and Mandatory Social Security sectors, the Mining and Quarrying sector, the Education Services sector and the Agriculture, Forestry and Fisheries sectors. The results of the Shift-Share analysis show that there are six sectors that fall into the basic category which is superior, namely the Construction sector, the Electricity and Gas Procurement sector, the Transportation and Warehousing sector, the Accommodation and Food and Drink Provision sector, the Health Services and Social Activities sector and the Other Services sector

ANALISIS DAYA SAING SEKTOR EKONOMI KABUPATEN MOROWALI PROVINSI SULAWESI TENGAH

The study aims to (1) know the classification of growth of the regional economic sector with the approach of Klassen Tipologi, (2) to know the position of competitiveness of economic sector in Morowali Regency, and (3) to know the economic sectors which become the superior sector of the regional economy in Morowali District. The results showed that (1) advanced and rapidly growing sectors, namely the agricultural sector and the mining and quarrying sectors, while the sectors included in the potential category and still growing rapidly are the sector of processing industry, electricity and water sector, trade, hotels and restaurants. Then the economic sectors that are classified as relatively lagging are the construction sector, transportation and communications sector, financial sector, leasing and corporate services and services sector. (2) the sector which is the base sector (LQ> 1), that is agriculture sector, mining and quarrying sector, and trade sector, hotel and restaurant. These sectors are competing sectors and are categorized as sectors that can be featured. (3) the sector which is the competitive sector with the dominant growth in Central Sulawesi Province and Morowali Regency is mining and quarrying sector. In the meantime, sectors that are classified as sectors with prominent growth in Central Sulawesi province but not yet prominent in Morowali Regency include manufacturing, construction, transport and communications, financial, leasing and business services sector, and services sectors. And (4) sectors that are the leading sectors with criteria fall into the advanced and growing sectors, the basic and competitive sectors, namely the agricultural sector and the mining and quarrying sector.

Regional economic development is essentially a series of activities carried out by vernmen area, together with the communities in managing and utilizing existing resources optimally to stimulate regional economic development in order to improve living standards for people in the area. Gross Regional Domestic Product (GDP) in Indonesia essentially consists of nine sectors, namely (1) the agricultural sector; (2) mining and quarrying; (3) processing industry; (4) electricity, gas and water; (5) building and construction; (6) trade, hotels and restaurants; (7) transport and communications; (8) the financial, leasing and business services; and (9) services. This study aims to determine the basic sector and non base in Ambon City. Metodo data analysis used in this research is the analysis of LQ (Location Quatient) to measure the concentration rather than something or industrial activity in a region by comparing its role in the economy of the area with industrial activities same role in the national economy. The results of the analysis of LQ (determination of the basic sector and non-base) of the sectors of the economy shows that are included in the basic sector is the sector of transport and communications, financial services, leasing and business services, the services sector and the sector of electricity, gas and water supply. They include the sector while the non bases are agriculture, mining and quarrying, manufacturing and construction sector.

Analysis economy base and non base and its development strategy in balikpapan city

This study aims to determine the change / shift in the economic structure in Balikpapan city, the determination of the base and non-base sector and its contribution to employment in the region. Data used in the form of secondary data time series 2 (two) periods, the first period (2004-2008) and the second period (2009-2013). It is analyzed by location quetiont (LQ), shift share, analysis of growth sectoral graphic, analysis ratio of labor and SWOT analysis. LQ analysis results indicate the period I and II, there were six (6) sector of the economy as sectors of a base in the city, such as manufacturing sector; electricity, gas and water supply; construction; trade, hotels and restaurants; transportation & communication and financial sector, real estate and business services. Shift share analysis results indicate that the competitive sectors in the period I and II are electricity, gas and water supply and construction sectors. Labor Ratio analysis results show that in the period I and II, the sector that contributes the most in employment in the city is trade, hotel and restaurant sector. Furthermore, based on the results of SWOT analysis, strategy of regional development policy needs to be taken to optimize the utilization and management of its resources in improving the local economy and pursue economic structural shift towards a structure that is supported by economic sector based on renewable resources.

High economic growth is a sign of good social welfare. The total added value generated by all business units in an area is known as GRDP. Meanwhile, existing resources can be simplified and focused on the growth of sectors that have multiple impacts on other sectors during the regional economic development process. This study aims to determine the potential of leading sectors, changes and shifts in industries, and the position of economic sectors based on their growth and contribution in East Kutai Regency for the 2012-2022 period. The techniques used are location quotient (LQ) analysis, shift share, and growth ratio model (MRP). This quantitative study used secondary data as time series of the Gross Regional Domestic Product (GRDP) of East Kutai Regency and East Kalimantan Province from 2012-2022. The results of the Location Quotient analysis show that the mining and quarrying sector is the basic sector in East Kutai Regency. Based on the results of the shift-share study of the seventeen economic sectors, progress has been rapid from year to year, so there has been a shift in the financial industry. The results of the analysis of the growth ratio model (MRP) show that the dominant growth sectors are the agriculture, forestry, and fisheries sectors, the electricity and gas procurement sector, the water supply sector, waste processing, waste, the construction sector, the wholesale and retail trade sector, the transportation and warehousing sector. Accommodation provision sector, information and communication sector, financial and insurance services sector, real estate sector, corporate services sector, government administration sector, education services sector, health services sector and social activities, and other service sectors

Running the development with limited resources needs to focus on developmental sectors having multiple effects to the other sectors or to the entire economy. The result of DLQ shows that sectors such as transportation and communication, gas, electricity, clean water, finance, leasing and business services, mining and quarrying, trade, hotels and restaurants, as well as the service sectors that has DLQ value > 1 are are prospective to drive development as an effort to promote and encourage the regional economy. These sectors are also capable in competing with the same economic sector outside the Regency of Kerinci. The results of this study indicate that which is the base sector and has the potential to be developed to support the economy of the Kerinci Regency area with the criteria of being classified as an advanced and rapidly growing sector, the basic and competitive sector, namely the agricultural sector, the water supply sector, waste management, waste and recycling re, real estate sector, health services sector and social activities. The agricultural sector is superior because it contributes the most to the Gross Regional Domestic Product (GRDP) of Kerinci Regency. The agricultural sub-sector that has the potential to be developed as a lagging sub-sector.

<p>The research aims to determine priority economic sector to develop at Sukoharjo Regency. Based method used in research is descriptive with using time series data for 1998 to 2002 about economic sector on GRDP (Gross of Regional Domestic Product) of Sukoharjo Regency. Analysis method use combination Location Quotient (LQ) and Shift share (SS) Model. Its result, the first sector to develop are Contruction, and the second sector are Mining and quaning, Electricity, Gas and Water supply sector, Trade, hotel and restaurant sector, Transport and communication sector, Agriculture sector and Services sector. Finally sector to develop are manufacturing industry and financial, ownership and business service sector.</p>
