ANALISIS IMPLEMENTASI PROGRAM JAMINAN PERSALINAN DI PEMERINTAH DAERAHKOTA TANJUNGBALAI TAHUN 2019
Law of the Republic of Indonesia No.36 of 2009 concerning Health, article 17 paragraph 1 states that the government is responsible for the availability of access to information, education and health service facilities, one of which is the Maternity Insurance Program (Jampersal). This is what researchers do about how it is implemented in the Municipality of Tanjungbalai, North Sumatra. Implementation evaluation is carried out on the objectives, accountability and input provided for improvement in the future. The results showed that the implementation of childbirth insurance in Tanjungbalai City has not been running optimally so it needs improvement in the future both in structural synergy, namely the relationship between central and regional as well as in harmony, namely functionally between other related agencies in the Tanjungbalai City Government. From the SWOT analysis carried out, namely analyzing the Internal Strengths and Weaknesses and the External Opportunities and Threats factors, it shows the position of the Tanjungbalai City Government is in Quadrant I (first) with an Aggressive Strategy, namely using existing strengths to take advantage of the opportunities available.

The rapid import of soybeans at low prices makes the domestic soybean market dominated by imported soybeans. This makes the local soybean farmers more squeezed so that the enthusiasm of farmers to grow soybeans is reduced. The purpose of this study is how the strategy of developing local soybean agribusiness in North Sumatra. The method in this study is to use a SWOT analysis to determine the internal and external factors of soybean agribusiness conditions in North Sumatra. The SWOT analysis is carried out using a SWOT matrix and produces four alternative strategies that are able to clearly illustrate how external opportunities and threats faced by the company and its strengths and weaknesses. The results show that the strategy to increase soybean production in the study area is an aggressive strategy or SO (Strengths - Oppurtunities) strategy, which is to use strength to take advantage of existing opportunities with the following activities: (1). Utilizing Gapoktan support so farmers receive quality seed assistance and add to the experience of farmers in soybean agribusiness (2). Utilizing government support in channeling capital to expand soybean farming land. (3). Utilize average input prices and input availability to increase soybean production

Strategic planning of technology development in healthcare is a complex process including the analysis of economic, medical, and social key elements. The main objective of the decision-making process in healthcare should be to promote effective and sustainable technological development, which effectively means a development able to produce a real improvement for research and patient’s healthcare. It is conceivable that several key factors need to be identified to achieve this objective. Some of these are internal to the system (hospital, university, research clinic) where improvements should be realized, whereas others are external and depend on the economic environment, users (physicians, researchers), patients, manufacturers, and all other stakeholders that for various reasons are involved with these technologies. The involvement of different stakeholders is necessary in order to consider all possible relevant factors in a decision-making process and to legitimate the final decision [1–4]. Methods which include various stakeholders are based on public meetings, surveys, workshops, interviews, and e-participation through web platforms or other communication modalities. In this context, a factor can be considered a strength or a weakness, an opportunity or a threat, depending on the point of view or the expectations of each stakeholder. These differences describe more deeply the complex and dynamic scenario in which the evaluation must be carried out [5]. SWOT analysis is a decision supporting tool designed for incorporating internal (strengths and weaknesses) and external (opportunities and threats) factors into organizational or technological change planning. SWOT analysis is not only devoted to profit-seeking organizations but may also be used in any decision-making process where the proposed aim is clearly defined. SWOT analysis has been effectively used for strategy building and matching and converting purposes. The SWOT analysis has already been applied in some areas of medicine to address various organizational, technical, or scientific issues [6–10]. Only in a few cases was SWOT used for the strategic planning of technological development [11] or to promote the development and equal accessibility to technological resources potentially useful for population health [12]. Technological development has an important strategic role in terms of economic perspective as well as for the potential effect on population health and the availability of competitive tools for health research. Recent and latest generations of molecular hybrid modalities include high-cost technology and a potentially high impact on population health. Without considering the possible improvement of health research produced by cutting-edge technologies and the raising of competitiveness compared to other developed countries. We aimed to identify factors that could affect the success of a program of technological development and investigate the potential impact of technology development on quality improvement in healthcare. Therefore, we used the SWOT to compare internal (strengths and weaknesses) and external (opportunities or threats) main factors of the positron emission tomography (PET) associated with a CT scanner and a PET coupled to a magnetic resonance (MR) scanner. The analysis of the survey results has identified some internal and external factors useful to healthcare facilities for planning a strategic development plan and by manufacturers to improve scanner performance and market positioning.

Goal is the ismprovement of scientific-practical and methodical recommendations for the development of regional strategies for the recovery and development of the regions of Ukraine, taking into account the opportunities, conditions and obstacles existing at a certain stage in the direction of achieving the goal. The next scientific methods of research were applied. In the process of achieving the goal, the following methods were used: analysis and synthesis to substantiate the general logic of research and solving the formulated tasks; historical study of the evolutionary development of self-government in Ukraine and its impact on the level of territorial organization; SWOT - a model for the analysis of internal and external factors, which allows you to identify the strengths and weaknesses of the region, external opportunities and threats and formulate alternative options for strategic actions. The maim results are the next. The stages of improving the regulation of planning processes of regional development strategies in Ukraine are analyzed. The approach to the formation of factors of internal defects and external threats at the stage of recovery, as key challenges that arose as a result of military operations, has been clarified. Methodological recommendations for the development of a strategy based on SWOT - a model with a certain frequency, which is determined by the dynamics of the state of the region itself and the external environment, taking into account current characteristics and opportunities for further development, have been improved. Scientific novelty are the next. The theoretical and methodological approach to the identification and formation of external and internal factors, relevant for a certain stage of development, and the formulation of relevant strategic goals, based on real opportunities and prospects, in order to optimize the use of all resources and achieve the maximum effect, has been improved. Practical significance is grounded on the developed scientific-methodical and practical recommendations will contribute to increasing the validity of the region's strategy in various situations by identifying internal processes that hinder movement towards the achievement of development goals and threats outside the region, ascertaining one's own capabilities and resources that provide a competitive advantage, and favorable characteristics of the external environment

This research is motivated by factors to analyze transmigrant settlements and service facilities in the Timpeh Subdistrict, Dharmasraya Regency using a geographic information system. The results of the research are expected to explain how transmigrant settlements and service facilities in the Timpeh Subdistrict, Dharmasraya Regency. The type of research used in this research is spatial descriptive. The population in this study is the area where there are migrant communities in Timpeh Subdistrict, Dharmasraya Regency, West Sumatra Province. In this study using total sampling with a sample of all areas where there are transmigrant people in Timpeh Subdistrict, Dharmasraya Regency, West Sumatra Province. Based on the results of the study, it can be concluded that first, the distribution of transmigrant settlements in Timpeh Subdistrict is uneven and different. There are 4 villages with different numbers of settlements in each village. In Nagari Panyubarangan there are 7 settlements, Nagari Ranah Palabi with 8 settlements, Nagari Tabek with 8 settlements, Nagari Taratak Tinggi with 12 settlements. Second, education and health service facilities in Timpeh Subdistrict, Dharmasraya Regency are unevenly distributed in each Nagari. The distribution of educational facilities in this Subdistrict with a total of 15 schools and health service facilities has 7 main health centres and auxiliary health centres (Pustu). Third, Nagari Taratak Tinggi there are 6 educational service facilities and 2 health service facilities that can be reached by transmigrant settlement communities, Nagari Tabek has 4 educational service facilities and 2 health service facilities that can be reached by transmigrant settlement communities. Nagari Ranah Palabi has 5 educational service facilities and 2 health service facilities that can be reached by transmigrant settlement communities, but the Nagari in Panyubarangan has 2 educational service facilities that can be reached by transmigrant residential communities and does not have health service facility coverage areas.

Background: Nowadays, the context of social life requires accurate planning and promotion of organizational performance using appropriate methods. There are different models to measure various factors affecting organizational performance. The aim of this study was to determine optimal urban waste management strategies in Meshgin Shahr, Iran. Methods: The present descriptive-analytical survey research utilized the SWOT analysis to identify and formulate optimal urban waste management strategies. After determination of strengths (S), weaknesses (W), opportunities (O) and threats (T) by the SWOT analysis, the TOWS matrix was used to extract all possible SO, WO, ST and WT strategies, which were then prioritized by QSPM approach based on their attractiveness scores (AS). Results: Fifteen items were identified in each internal strengths and weaknesses as well as external opportunities and threats factors. Based on the results, the municipal waste management has been relatively strong towards internal factors. However, it has not been able to seize opportunities and deal with threats. The first and second priorities were WT1 and WO1 strategies, respectively. In WT1, AS was equal to12.15 and a plan was developed to establish a sanitary landfill management system at the landfill. In WO1, AS was equal to10.86 and a plan was defined to establish a plant fertilizer of high volume of perishable materials to reduce the waste volume. Conclusion: Our results highlighted the need for using defined strategies to reduce internal weaknesses and external threats to take advantage of opportunities. Therefore, the results revealed that the SWOT matrix as well as the QSPM approach can be utilized simultaneously as an integrated method for formulating, evaluating and prioritizing strategies.

The tourism sector plays an important role in the development of a nation, especially the state economy because tourism is one of the most potential sources of income. This study aims to analyze the strategy of developing modern people's shipping Paotere unit to support the tourism of Makassar City based on the mapping of internal and external conditions. This research is designed with a quantitative form. Data analysis used in this research is SWOT analysis to formulate strategy of development of modern people voyage in PT.Pelindo IV (Persero) Makassar Makassar Paotere Unit in order to support tourism in Makassar City. This analysis is based on logic that can maximize strength and opportunity, but simultaneously and can minimize weakness and threats. The results of this study indicate the development strategy of modern people's shipping PT. Pelindo IV (Persero) Makassar Branch Paotere Unit in supporting the tourism city of Makassar based on the mapping of internal factors and external factors is an aggressive strategy that seeks to improve the internal conditions of weakness and external threats by utilizing a number of internal strengths owned and external opportunities available.

Pakistan Automotive Industry has been dominated by Japanese Companies and new entrants face tough conditions even in presence of great local market demand. The industry has few unsuccessful attempts of production of truly “Made in Pakistan” automobiles. Several qualitative studies are being carried out by government and non-government institutions as well as independent researchers to understand the underlying causes for the slow growth of this industry. However, quantification of internal (strengths and weaknesses) and external (opportunities and threats) factors of this industry is lacking. The study initially identifies Strengths, Weaknesses, Opportunities and Threats (SWOT) factors for indigenous production of automobiles in Pakistan and subsequently utilizes Analytic Hierarchy Process (AHP) to determine the importance ranking for SWOT factors. Weakness group has found be the most significant among SWOT factors. The approach offers a “bigger picture” yet with necessary details to make critical decisions.

The results from the fixed effects model analysis show that the natural resources,gross fixed capital formation, and technology have a significant and positive effectsimultaneously on economic growth in North Sumatra. While labor has a nonsignificant effect on economic growth in North Sumatra. Effect of natural resources, gross fixed capital formation, and technology on economic growth is inelastic and shows a diminishing return for the all the sources of growth. The largest source of economic growth that affects economic growth in North Sumatra is gross fixed capital formation by 0.497 and the largest increase in economic growth due to changes in the sources of economic growth is Pematangsiantar by 5,235 percent, while the smallest is Tanjungbalai City by 2,234 percent.

This research aims to analyze the business development strategies of tomato farmer groups in Bandung Regency using qualitative methods and a descriptive approach. Primary data was obtained through interviews with farmers, while secondary data came from academic journals and other sources. The SWOT analysis utilized IFE, EFE, IE, and TOWS matrices. Findings indicate that the tomato farming groups in Bandung Regency possess strengths in agricultural infrastructure, plant fertility, soil quality, farmer cooperation, and crop productivity, which can support business success. However, weaknesses include competition with imported products, limited technology and knowledge, fertilizer availability, capital constraints, and weather dependency. External opportunities such as increased agricultural technology adoption, high market demand, research institution support, and training programs can be leveraged to address threats like unstable market prices, climate change, plant diseases, and labor shortages. According to the IE Matrix, the sector is in Quadrant I, indicating internal solid strengths and the ability to capitalize on external opportunities. Recommended strategies include developing and expanding, adopting new technologies, enhancing farmer cooperation, and product diversification to meet growing market demand. Based on the TOWS analysis, the strategies include SO, which leverages internal strengths to seize external opportunities; WO, which uses external opportunities to overcome internal weaknesses; ST, which utilizes internal strengths to counter external threats; and WT, which focuses on mitigating internal weaknesses to reduce the impact of external threats. In conclusion, the tomato farming groups in Bandung Regency have significant potential for success by leveraging internal strengths and market opportunities, though they must address internal weaknesses and external threats.

Local and regional market demands for bivalves increase outside Tanjung Balai City and Asahan District Waters, North Sumatra, Indonesia. As a result, high exploitation of bivalves occurred. In the other hand, there were less comprehensive information and studies on the diversity of bivalves in this area. This study aimed to determine the diversity of bivalves and water quality of Tanjung Balai Asahan Waters; was conducted between July 2016 and November 2017. Sampling of bivalves was conducted monthly. Several physical and chemical parameters were quantified. Data analysis included community structure analysis and Principal Component Analysis (PCA). The result showed that there were 16 species of bivalves from 7 families in Tanjung Balai Asahan Waters. Station 2 had the highest composition of bivalves, while the lowest was noted at Station 1. The mean abundance of bivalves at stations 1, 2 and 3 were 352±22 ind/m2, 222±14 ind/m2 and 388±30,2 ind/m2, respectively. In general, the index of diversity was categorized as low to moderate. The evenness index was categorized as low to high, while the dominance index indicated the absence of dominant species at almost all stations except station 1. Water quality of the waters was still in capacity to support the life of bivalves. Based on PCA analysis, it was obtained that the abundance of bivalves was positively correlated with nitrite, nitrate, phosphate, salinity, and pH.

Art and cultural products in Deli Serdang Regency, Batubara Regency, and Tanjung Balai City are inseparable from the Malay kingdom sites that were established at the time. The Malay kingdom was led by the sultan, usually marked by the establishment of the palace as a sign of the grandeur and sovereignty of the king and all his relatives, which then made the palace a place to live, consult, and decide on an event. In addition to the splendor of the palace, various arts and cultural products that became symbols of local wisdom became part of his time, but nowadays various art and cultural products are considered to have no maximum implementation and distribution to the younger generation as holders of cultural relay batons. So that these products are not extinct, they need the attention of the entire community, government, and stakeholders. One way to bring it back is to revitalize it by developing it into a tourist dish. This study aims to: Know the condition of art and culture, cultural potential, in the three regions of the Malay sultanate, and the efforts of the government, artists in revitalizing the potential of art and culture. The research method used is descriptive qualitative, with data collection in the form of, mapping, interviews, and observations. The results of the study explained that each of Serdang, Batubara, and Tanjungbalai Sultanates had potentials that could characterize their regions, there were: Serdang Sultanate with Makyong arts, Tanjungbalai Sultanate with Gubang arts, and Batubara Sultanate had the story and Lima Laras palace. These three potentials can be developed into cultural tourism attractions in the region and North Sumatra. This requires the creativity of artists in developing them from every aspect. Government intervention also becomes necessary in sustaining the existence of cultural arts by making policies that sustain the art and culture. In addition, for the cultural actors can develop professionalism in accordance with their field of expertise.

<p><em>Socio-religious conflicts that occurred in Tanjungbalai City allegedly caused by the establishment of Buddha Statue. This research aims to reveal how relations between Muslim and Buddhist in Tanjungbalai. This study classified as qualitative research. Fact were obtained through observation, interviews, and document review. The results showed social conflict occurred after the establishment of Buddha Statue. Tanjungbalai as one of “China town”, to trigger the social jealousy. In addition to the economic factors are controlled by China, Tanjungbalai City the majority of Muslims, did not accept the establishment of 6 metre tall Buddha Statue that was on the fourth floor of the building Vihara Tri Ratna. Muslims aliancy movement asking for removal of the statue. Buddhists being defensive and worried that the Malays (Muslims) think that the Buddhist same with “the Chinese”.</em></p>

Food estate is a food development program in several sectors such as the agricultural, plantation and livestock sectors that are integrated in certain areas. The food estate area can also be categorized as a food barn area. In Indonesia, the establishment of food estates has been started since 2020, namely in the provinces of Central Kalimantan and North Sumatra as the largest food estate development area, which is approximately 30,000 hectares. In particular, in the province of North Sumatra, a food estate area will be established with horticultural commodities as its focus. The perpose of this study is to analys the internal and external factors that affect the food estate programe, analize alternatife strategy that can be done and identify the priority strategy in the development of the food estate program that’s conducted in Ria-Ria Village, Pollung District, Humbang Hasundutan Regency, North Sumatra Province.This study uses descriptive quantitative methods (interviews, participant observation, literature study) and data analysis using SWOT analysis (strengths, weaknesses, opportunities, threats). The results showed that the Internal Factors (IFAS) and External Factors (EFAS) in the Food Estate Program obtained the highest scores were Strengths and Opportunities (SO) followed by ST, WO, and WT. The weight x rating generated by the Food Esatte Program on strength (S) is 2.56, Weakness (W) is 1.34, opportunity is 0.92, and threat (T) is 0.67. By analyzing alternative strategies by collaborating with Balitbang and universities, improving the quality and government attention to farmers in the food barn area, creating innovations and improving the quality of fertilizers used and requiring improvement efforts used to maintain the productivity of the food estate. The position of the Food Estate Program in strategic environmental analysis (internal and external environment) is in quadrant one (I) or in an aggressive position that supports the food estate strategy program, namely the SO strategy (aggressive strategy).
