Abstract

This study had as main objective to analyze efficiency of allocation of of oil and natural gas royalties transferred to municipalities of state of Rio de Janeiro. For this purpose, data from FIRJAN Index of municipal development, royalties from oil and natural gas and revenues per capita associated with Data Envelopment Analysis (DEA) methodology are used. The main results show an average degree of inefficiency of 34% in management of of this nature. Specifically, municipalities that received volume won these resources, such as Macae and Campos dos Goytacazes, appear among worst in analysis, indicating an inefficiency around 67% and 78%, respectively. In addition, when comparing development of municipalities in Rio de Janeiro with other Brazilian municipal entities not covered by these resources, it can be seen that development is well below. All of these associated factors bring strong evidence that economic phenomenon the curse of natural resources may be present in municipal economies of Rio de Janeiro.
