Abstract

The Hospital Waste Incinerator (HWI) inspection manual prepared by the U.S. Environmental Protection Agency (EPA) is to serve as a guideline to assist EPA, State, and local air agency personnel in the safe inspection of HWIs, which are subject to Federal, State, and/or local air pollution control regulations. Hospital waste incineration in the EPA inspection manual refers to the combustion of all waste produced by hospital or hospital type (e.g., commercial) facilities. The manual addresses an inspector's legal authority, applicable regulations under the Clean Air Act, inspector responsibilities and liabilities, and general inspection procedures including safety. There are chapters that deal with visible emission observations, types of hospital incinerator systems, air pollution controls, baseline inspection procedures, characterization of waste, evaluation of combustion equipment, inspection of air pollution controls, and special inspection considerations.
