Abstract

Abstract Cross-Border E-Commerce has been given great priority in China’s economic development, which dramatically enhances international E-trade transactions of China. However, the development mode of comprehensive pilot areas for cross-border E-commerce is still in its early testing stage and thus remains unverified. Therefore, based on on-site observation and report data analysis about China comprehensive pilot areas for cross-border E-commerce in Henan province, this paper tends to find out the main factors that affect the development performance of manufacturing enterprises located within these areas. The influence is examined with regard to five aspects: transaction size, growth space, industrial penetration, supporting environment and platform aggregation. It concludes that the main problems include such as partial laws are not suitable for the actual, low government supervision efficiency, shortage of talents, unbalanced development of cities and counties, and unclear industries of export-oriented enterprises. Finally, a strategic planning framework is tentatively proposed for local SME’s of China aiming at the promotion of their commercial development via the new mode of comprehensive pilot areas.
