Abstract

A recent op-ed advocates that President Obama and Canada's Prime Minister Trudeau enter into a bilateral treaty declaring the of the Northwest Passage across the Arctic of North America as internal waters of Canada, in order to prevent Russia from sailing warships through the waters. This article demonstrates why the United States is unlikely to agree to such a concession to Canada.
