Abstract

This paper aimed to propose an integrated system architecture particularly in tuna fishery data for all the stakeholders in Indonesia. The architecture can be utilized as means of regulating and monitoring the tuna fishing activities for the government of Indonesia. As for the fishing company, the system architecture can assist in good data management, simplifying the fishing license and trading the export tuna. We held study literature in the fishing management and regulations and also on techniques of fishing monitoring in different countries. We also held some interviews and observations both with the Ministry of Marine Affairs and Fisheries Republic of Indonesia (MMAF) and with the tuna fishing companies. From the data and information collections and analyzing the as-is system, we designed a to-be system through a system architecture based on the enterprise architecture approach. The design consists of 4 layers starting from the business architecture, information architecture, solutions architecture and technology architecture. In order to elaborate the solution architecture we utilize the Service Oriented Architecture (SOA) approach for the application development and their services. The result is an integrated system architecture that can comply with the stakeholders' requirements in managing the fishery data in Indonesia.
