Abstract

Abstract The main purpose of this study was centered in defining the scope, benefits, results and estimated costs to implement a permanent integral system to attend oil spills and gas leaks, based on existing resources in Pemex. Pipeline events with associated product spill o leak have a very dynamic behavior that, without an opportune attention, may result in harm on populated or environmental sensitive areas, besides impact on operations or business image. To make a response emergency plan for this type of situations to be efficient depends upon the operation of adequately related technologic, human and organizational resources. Therefore, success in response to pipeline's events that may harm the environment depends mainly in “Time Response”.
