Abstract

This paper attempts at diagnosing a bundle of features and duties of the effective instructor under the difficulties and challenges the educational sector faces.
 This requires specialists and decision makers to pay more attention to learning and teaching within a clear strategy in order to develop the sector generally and staff members particularly. This will help staff members to enrich their knowledge and improve their professionalism in order for them to be more capable of carrying out their tasks and effectively participating in serving their communities.
 Because staff members are the most effective persons who can enrich and improve the learning and teaching processes, they should always be updated by all developments that take place in their fields of specializations in order to carry out an effective role in decision making as they are considered the party most responsible for the success of the educational processes.
 How can a staff member be effective? What are the values he/she should give more care for in communicating with recipients? What are the fields he/she should discuss and share in a wide scope? Finally, what must the state and civil community do in order for staff members to go on positively aiming for a more successful learning and teaching system.
