Abstract
Benbrook has suggested that the Agricultural Stabilization and Conservation Service supports at least some phase of the so called CIP (or green ticket) approach to conservation programs [1, p. 3]. This Agency has taken no official position in support of nor in opposition to such a proposal, neither in total nor in part. Having worked very closely over the past year with the person the author cites as his source for this report, I cannot give credence to the accuracy of this attribution. Further, even if it were accurate, while the employee quoted is a highly capable technician, he has no authority to speak for this Agency, a fact of which Mr. Benbrook should have been
